Gen. Val Issari

General Val Issari is a decorated General of the

infamous gallactic Race Wars that errupted after the discovery of E2.  He fought along side  a young Mars Jacobi's in the burgeoning interplanetary resistance that eventually quelled the war and establishd the IPU.  Val went back to his family business of terra-form mining for the valuable cosmic mineral, Tennillium, founding the mining

colony, Port Kafayat in the farthest sattelite outpost in the IPU.  It was his prospectors at Port Kafayat

who discovered the second earth-like planet to be found by humans, E3.  General Issari quickly claimed the planet (uninhabited by sentient life) as a member planet of the IPU, having already agreed to share the resources of any planet found under the Accord of 2061. 

But, growing more and more totalitarian in his governance of E3, now called Issaria, the people of the planet began to appeal to the IPU for regulation of their political processes, including voting planet-wide to have the IPU oversee their upcoming presidential elections.

Val, who has spent much of the government's resources in amassing a huge military fleet, has been harshly criticized as an election-rigger who would defy both the IPU's involvement as well as the will of the people he governs.
